HSA Singapore

The Health Sciences Authority (HSA) is the Singapore statutory board regulating health products under the Health Products Act. Health Supplements sit in HSA's Complementary Health Products portfolio and are uniquely positioned in the regional regulatory map: they are not pre-market licensed — there is no Singapore equivalent of a Blue Hat, NPN or AUST L number. The dealer (importer, manufacturer or seller) is responsible for ensuring the product complies with the HSA Guidance Notes on Health Supplements before placing it on the Singapore market.

The HSA framework rests on three technical pillars. (1) Ingredients only from the HSA permitted list with no substance on the HSA prohibited list — the negative list explicitly bars steroids, sibutramine, sildenafil analogues and a long list of adulterants HSA has caught in seized supplements over the years. (2) Daily dose limits respected for vitamins, minerals and specific bioactives. (3) Claim universe restricted to function and nutrient claims — no medicinal, disease-treatment or disease-prevention claims, which immediately reclassify the product as a Western or Chinese Proprietary Medicine requiring full registration. HSA conducts post-market surveillance, market sampling, adverse event review and recalls.

Singapore HSA is the most common ASEAN entry point for international supplement brands — English-language labelling, predictable regulator, no pre-market registration delay — and a Singapore-clean dossier is the cleanest starting point for Malaysia NPRA, Thailand FDA, Indonesia BPOM, Vietnam MoH and the Philippines FDA.
