Issued by TTB, a Certificate of Label Approval (COLA) authorizes a specific alcohol beverage label for interstate commerce. Producers submit the artwork (and, where required, a formula) and TTB confirms compliance with mandatory statements — class/type, alcohol by volume, net contents, government warning, country of origin, and any class-specific requirements.

Label drift is a top TTB finding: a small artwork change ships before the new COLA is approved, or the production formula evolves while the COLA on file does not. The fix is to tie approved COLA artwork and TTB formula to the recipe-of-record so a recipe change blocks release until a new COLA is filed and approved.
