Hazard Analysis and Risk-Based Preventive Controls
The FSMA hazard-analysis framework that supersedes traditional HACCP for FDA-regulated foods. Broader scope — includes economic adulteration, radiological hazards, supply-chain controls.
HARPC, mandated by 21 CFR Part 117 Subpart C, is the FSMA-era successor to HACCP for FDA-regulated food. It is broader than HACCP: hazards include biological, chemical, physical AND radiological + economically-motivated adulteration; controls include process, allergen, sanitation and supply-chain preventive controls.
USDA-FSIS-regulated establishments (meat, poultry, egg products) still follow HACCP under 9 CFR. Many sites must operate both. V5 supports both frameworks side-by-side in one Food Safety Plan.
